Do not confirm the order delivery otherwise you will not have a chance to open a dispute.

Contact the seller first and try to solve it directly with him. Usually, there is some mistake and the seller exchanges the order for the right one or delivers the service.

If the seller refuses to deliver the order you have a right to submit an arbitrage ticket and refund your payment fully. If the received order was delivered but not according to the agreement between the seller and the buyer, then arbitrage can only refund the payment partially.
